Dinakar is a Senior Programme Manager of the Cooperation Section at the Delegation of the European Union to India and Bhutan.  He has over 25 years of experience in the private sector, think-tanks and international agencies. He started his career with Biotech Consortium India Limited (BCIL), a company engaged in commercialization of biotechnology.  He then moved to the Science & Technology Unit at the British Council Division, and then worked for over 11 hears with JICA as the Senior Development Specialist (Infra & Private Sector Development). 

Subsequently, he served as an Outreach Coordinator to Members of Parliament (India) at the Centre for Policy Research as Dy. General Manager at BCIL, and as a Specialist with FAO-UN in Afghanistan. He holds a master degree in Public Policy Management (Japan), a PG Diploma in Rural Management (IRMA), and a BSc in Life Sciences (Kerala University).
